Es findet keine Online-Überprüfung statt - wäre das immer der Fall, 
bräuchte man nicht den Betrag auf der Karte selber zu speichern, was 
aber offenbar der Fall ist. Es hindert natürlich niemand einen daran, 
die Kartenkennung an das Mutterschiff zu senden, aber wenn online sein 
keinen Mehrwert hat, wird man sich das auch oft genug sparen, vgl. 
klassischer Münzautomat für irgendwas, nur halt jetzt mit Karte statt 
Münze. (OK, wir haben jetzt IoT, wo jeder Dreck vernetzt wird, egal ob 
sinnvoll oder nicht, aber vor 10 Jahren war das noch nicht so. Vgl. auch 
installierte Basis.)

Das läuft darauf hinaus, daß man, um die Datensätze für die Analyse zu 
bekommen, mangels Vernetzung rumrennen muß. Wird man vermutlich nicht 
für jeden machen, womit generelle Überwachung und Erstellung von 
Bewegungsprofilen eher unwahrscheinlich ist.

Wenn ich Bewegungsprofile erstellen wollte, würde ich sowieso eher auf 
die Einbuchungsdaten von Mobiltelefonen (weiträumig) und auf kurze 
Distanzen auf Fingerprinting deren Wifi Probe Requests setzen. In Kürze 
dann biometrische Gesichtsidentifikation. Der Gesetzesvorschlag, das 
verpflichtend zu machen, liegt sicher schon in der Schublade des 
Innenministers, um beim nächsten Terroranschlag o.ä. rausgeholt zu werden.

Im Geheimagenten-Paranoia-Modus sicherlich. Wobei meinen Müll 
durchwühlen schon wieder Vor-Ort-Überwachung darstellt und daher nicht 
in Richtung Massenüberwachung skaliert.

Völlig anderes Thema. Kreditkarten sind typischerweise nicht anonym, die 
SSN brauchst du eher selten.

"Auswertemodul"? Da wird nichts ausgewertet - die "Exposure 
Notification" Schnittstelle tauscht ständig neu generierte 
Zufallskennungen über Bluetooth mit anderen Mobiltelefonen aus. Im 
Infektionsfall kann die App sie dann hochladen. Google kam dabei nur in 
Spiel, weil diese Funktionalität schnell, energiesparend und cross 
plattform auf einer großen Zahl an Mobiltelefonen installiert werden mußte.

Das Einzige, was auswertet, ist die App: Vergleich der runtergeladenen 
Zufallskennungen mit den eigenen.

Sicher? Das designierte Verfahren der Autobahnmaut mit 
Kennzeichenerfassung hätte nicht offensichtlicher die Agenda haben 
können, gleichzeitig nach Straftätern zu fahnden, Bewegungsmuster von 
Autofahrern zu erfassen und per Abschnittskontrolle Temposünder zu 
erkennen. Andere Länder machen sowas mit einer Vignette an der 
Windschutzscheibe.
