Wenn ich mal den advocatus diaboli spielen darf: Die Frage ist halt, wie 
sicher diese Karten sind. Wenn Harald Welte schon 2010 Geld aus dem 
nichts generieren konnte, wird das Banken nicht gerade zum Nachmachen 
ermutigen. Die bereits erwähnten Telefonkarten konnte man ebenfalls 
manipulieren, und die EC-Karten, als es noch offline Terminals gab 
(lange her...) auch. Die Banken sind recht schmerzfrei dabei, bei 
bestehenden Systemen Mißbrauchsverluste zu ignorieren, solange sie nicht 
signifikant den Gewinn schmälern. Sicherheitsfeatures nachzurüsten, oder 
gar das System abzuschaffen, kosten ja auch. Aber man wird sicherlich 
davor zurückschrecken, neue Systeme auszurollen, bei denen eine solche 
Schwachstelle auch nur potentiell vorhanden sein könnte. Mit online only 
wird zumindest das mit dem Geld generieren schwer, und die entstehenden 
Datenspuren nimmt man sicherlich gerne mit.

IIRC gab es anschließend an Weltes Vortrag die Frage, ob es denn auch 
sichere Chipkarten gebe. Antwort: ja, aber die sind halt ein paar Cent 
teurer, und daher will die keiner bezahlen.
