Yes, that's all true.
But people are like that, they produce the worst shite imaginable in 
attempts to make it look "good".
Instead they should have investigated into templates and what to do with 
those. And those documents usually will be moved just fine between MS Office 
and LibreOffice. It is the carefully rigged ones which will produce 
problems. And documents with VB macros can be problematic
