The dongle may use firmware, and the device isn't actually
ready when the networking stack probes it.

The recipe here for an unrelated problem, uses "delayed start"
on some services, so they won't access the device quite so fast.
The delayed start is sufficient delay for the system to settle.
The second link below, shows the delay is 120 seconds and
doesn't seem to be adjustable.

As a test that it's a timing issue, you could
also configure it for a manual start. If you manually
connect, there's no reason for the above services to
probe a network which isn't started yet.
