I don't know much about tethered 3G connectivity for data, but I have a 
feeling some of my ideas about dl/ing a 'bunch' of .iso/s by torrent, 
which usually provides very fast dl/s on good broadband, wouldn't work 
out at all for him.

In terms of numbers, I see an oldish 2015 article that says, 
"Third-generation mobile networks, or 3G, came to the U.S. in 2003. With 
minimum consistent Internet speeds of 144Kbps, 3G was supposed to bring 
"mobile broadband." There are now so many varieties of 3G, though, that 
a "3G" connection can get you Internet speeds anywhere from 400Kbps to 
more than ten times that."

Even 10x that is 'nothing' compared to my broadband speeds.

Hopefully he would be able to go/travel to some broadband connectivity 
place like a nearby library or other publicly accessible broadband 
connection  temporarily to get some iso/s.
