What I just "heard" was:

a) decentralized  (no central project maintainer)
b) independent  (of any existing programming language)

As for a), if there is no hierarchical file structure for a master
include file, and there is also no central project maintainer, how does
a project contributor or each new module tell the build script that it
needs to build that part of the project? sentinel? magic file? execute
a special program?

As for b), can't existing preprocessors, e.g., for C, or existing
build tool chains, such as make or cmake, do the job?  I.e., what is
requiring something new to be created?
