AISI if a namespace is a container such that names within it are 
distinct (but can match names used outside the container) then a folder 
is a namespace. That's nothing to do with programming or programming 
languages or how they use the term.

I'm glad I posed the original query. It's been bothering me for weeks 
that I couldn't get a handle on it but as you point out, it can get 
fiddly - even more so when trying to get a program to cope with 
arbitrary choices that programmers might make.
