Providing I'm interpreting "HPLOT" correctly as "plot a line from x1,y1
to x2,y2" one can do the above in Tcl/Tk like so (leaving out the
"color" randomization):
$ wish
% canvas .c -width 1024 -height 768
% pack .c
% for {set i 0} {$i < 10} {incr i} {
.c create line [expr {int(rand()*280)}] [expr {int(rand()*160)}] [expr {int(rand()*280)}] [expr {int(rand()*160)}]
}

Or, if you do want the random color selection:
$ wish
% canvas .c -width 1024 -height 768
% pack .c
% for {set i 0} {$i < 10} {incr i} {
