Regarding the kernel v.; Current Mint 19.1 and Ub 18.04.1 ;TS v/s, they 
are at 4.15, whereas such as Ub Mate 18.10 and other 18.10 Ubs are at 4.18.

Also, for Ub & its derivatives such as Mint, there is a Ubuntu Kernel 
Update Utility UKUU which can be installed via .ppa.  Then that utility 
can be used to update the kernel.

The average user isn't usually going to need to step outside the normal
