The problem is each zoom level requires a set. When you're building the server you select how many zoom levels you want to support. Vector tiles are lighter but all rendering is done client side, usually a browser. The advantage is you can do the styling on the fly rather than using pre-rendered tiles. Also vector tiles contain the geometries; raster tiles are only pretty pictures.
