Here IS in many implementations parses FOO during compilation. If we
want to allow this implementation approach, we need to specify
parsing compilation semantics.
Why not define IS and [IS]? I would have preferred that, but the more
common practice was to let IS behave like TO. However, the proposal
also includes DEFER! for when you need to do something where the
hidden complexity of IS gets in the way.
