The standard does not explain, but my guess is that it's there to
allow STATE-smart implementations of TO.  Otherwise, on such a system
you get the wrong result when you perform the compilation semantics of
TO (what you get with POSTPONE) in interpretation state.  E.g,:

: [to] postpone to ; immediate
0 value foo
: bar [ [to] foo ] ;
5 bar
foo . \ prints 5
