For many Forths, a state-aware LITERAL is used for the outer interpreter
which uses:  NUMBER LITERAL .  That acts as NUMBER or NUMBER LITERAL
depending on STATE.  State-awareness also seems to be needed for variety of
words:  ['] [CHAR] TO 2LITERAL 2CONSTANT .  Isn't it?

If a state-aware LITERAL is needed in so many places, why would someone
*not* implement it that way?

I.e., the ANS standard doesn't necessarily require common behavior,
historical behavior, or needed behavior.  There seem to be quite a few words
that have always had interpretation semantics, at least for the Forths I've
tested, that aren't required to have the behavior for ANS.

The words I have that are explicitly state-aware via STATE @ IF are:
LITERAL S" ." TO 2CONSTANT .  Part of the outer interpreter is also
state-aware.  Other words are state-aware via LITERAL as [COMPILE] LITERAL
e.g., ['] [CHAR] TO 2LITERAL 2CONSTANT .  Other IMMEDIATE words
defined using them should be too.
