I think there are a couple others doing similar things... but maybe they are
no longer being developed (seems DejaMenu is not).

In the 80s and even into the 90s the single menu made a lot of sense...
monitors were smaller and it was rare to have more than one monitor. With
this I think the argument of less mouse movement likely is in reference to
the "infinitely tall" target area -- you cannot overshoot a Mac menu (at
least vertically). This was shown in studies to reduce the time it took to
get to menus.
What I have not seen, though, are more modern repeats of those studies with
modern hardware. I suspect the benefit has been lost based on the larger

As my mouse is heading to the menu bar I realize it is awkward to have the
window be on one side of the screen and the menus on the other. I will admit
as I recorded that I briefly thought of how that is not efficient and even
considered mentioning it... but it was not the topic. So the movement
reasoning still has some merit when you have windows on the left, but when
they are on the right I suspect that benefit is superseded by the added
movement.
There is also the challenge of dealing with this when you have two monitors
(as I do). Used to be the menu was only on the primary monitor... THAT was a
pain: you could be on the far side of the second monitor and to use the menu
you had to go all the way back to the left side of the first. Apple has
improved that and even has it so you can have two different menus (one on
each screen). Still a bit awkward at times.
A benefit: you can have the menu visible without having any windows open.
This comes in handy for pulling up features of a program without the window
being there at all... and you can do it with the menu or hotkeys. That does
come in handy. Also confuses people new to the Mac who confuse the concept
of a program being open (running) with it having a window. Not the same on a
Mac (or, really, for some programs on Windows... but for most with a UI that
do not "live" in the notification area it is true).
The "too long, didn't read" version:
* It had clear benefits for smaller / single screen but with
modern hardware those benefits are questionable.
* There are third party apps which can offer menus tied to windows.
* If offers benefits of menus / hotkeys with no window open.
