There are many other tools... if PSE is too complex even Apple'si Photo has
a simple re-touch tool. There is also Graphic Converter, Image Tricks,
Pixelmator, Snapheal, and more.
If you want to do a lot of "repairing" then Snapheal might be a good choice
for you:

Not sure what you mean here. Are you in reference to the Clone Stamp? You
can use that but ALSO use copy and paste. Their is even the option for "New
Layer Via Cut" and "New Layer Via Copy". Well, at least in Photoshop -- been
a while since I used Elements but I think it had those.

Not really... it is a subset of Photoshop with an image organizer, too.
