There is actually nothing special about the electrical characteristics 
of the GA144 I/O pins.  This is what you get with CMOS devices.  Other 
CMOS devices may not have as high an impedance as the GA144, but that is 
because they decided (rather realistically) that there are more 
important features to have such as supporting a wide voltage range and 
having passive pull up/down and configurable bus keepers.

I believe you are "getting" what the GA144 is about.

You can add an oscillator externally to the GA144 and a timer is *very* 
easy to code.  Personally I don't see the lack of an oscillator as a 
major issue with the GA144 unless you have price concerns in a high 
volume design.  The 1.8 volt I/Os are one of the major limitations in my 
opinion and the memory interface should be hardware which runs at full 
memory speed rather than software that tries to approximate a reasonable 
bus speed.
