It's not normal.

There are some Forths that have many Forth words or functions.
FORTH 1970 and MVP-FORTH had over 200.  F83 and F-PC have
thousands.  But, as for primitives, 4 to 75 is normal, with 20 to
60 being the mid-range.  60 to 63 was considered the "essence" of
Forth as attributed to Charles Moore.
