There is room in each instruction for 3 opcodes (plus a fourth which could be some small subset of the 32 opcodes available, if I understand it correctly). So you CAN have a primitive instruction called "over_+" that combines the two opcodes in one instruction word. They still execute sequentially but you save the calls and returns, and as Hugh says, it halves the memory usage.
