Costco here (U.S.) offers the G6 <https://www.costco.com/Moto-G6-Unlocked.product.100422868.html>, and it's offered separate from the kiosk where you can buy phones and service from Verizon, AT&T, and T-Mobile (no Sprint). Many other stores also offer it. The Moto G6 Plus does not have a North American version and is not being sold here, other than the international versions. The annoying thing about the Moto G6 Plus is that it lacks NFC. LG did the same thing with the very capable Stylo 4 quad-carrier model. They actually have several versions of the Stylo 4, one they sell at Cricket (Q710CS, GSM only, no NFC, 3GB RAM) at Metro PCS (Q710MS, GSM only, with NFC, 2GB RAM), and the unlocked version (Q710ULM) has CDMA, 3GB RAM, a lot more LTE bands, but no NFC. It's a very nice low-priced phone which sells on sale for around $250 <https://www.lg.com/us/cell-phones/lg-Q710ULM-Unlocked-stylo-4>. I have a Stylo 3 Plus from Metro PCS that I bought unlocked and use on AT&T's Cricket service. The Q710ULM is available at Best Buy and BHPhoto. The unlocked, quad-carrier model is not sold by any carriers. Best Buy offers the $50 service credit on several prepaid carriers. One of the big reasons you're seeing so many non-carrier-tied phones appearing at retail outlets is the growth of prepaid. Prepaid used to be only for people with poor credit or for criminals, who would purchase refills at convenience stores. But now most prepaid is similar to postpaid, with automatic billing to a credit card. The carriers try to differentiate their postpaid offerings from their prepaid offerings, and their Mobile Virtual Network Operators by several means, not all of which are employed by all of them. Some of the things they do are: 1. Not offering the flagship phones for sale 2. Throttling LTE data speeds 3. Not offering domestic or international roaming 4. Not offering VoLTE (though this is changing) 5. Not offering Wi-Fi calling (perplexing since this lessens their network load) 6. Charging extra for tethering (hot spot) 7. Limited customer service Currently, the best MVNO is probably RedPocket. On Verizon they don't throttle. They do offer VoLTE (at least on Verizon) though no Wi-Fi calling), they don't charge extra for tethering. They are 1/2 to 1/4 the cost of going direct to Verizon. I.e. for $21 per month you get unlimited talk & text and 3GB of LTE data (after 3GB they throttle). Boom <https://www.boom.us> is another good MVNO that offers Verizon service One Verizon MVNO, Selectel, offers domestic roaming at extra cost.
