Yes, that's indeed not definitive proof. One could *assume* that it
connects to your network provider ('ISP' is something else), because
your network provider's name is on the app, but it's not proof.
For example, I have a Telstra (Australian network provider) branded
phone, which is a Huawei phone. It mumbles about 'Telstra' when it
starts up, yet its 'Check for updates' function does not say anything
about Telstra, but *does* use Huawei terminology ('EMUI'). So I assume
that it connects to Huawei's server, but also I have no proof, unless I
do a network trace.

Yeah, silly people! :-) First I thought it was only the US. The
Canucks should *really* take care of their border, too much bad things
come from the south! :-)
Normally I would advise to buy a cheap phone-with-SIM-and-plan and use
the SIM/plan in/with a non-SIM-locked phone, but apparantly things are
also locked the other way around, i.e. not only is the phone locked to a
network provider, but also is the SIM locked to *that* phone.
Oh well, eventually they will join the rest of the world and do things
the sane way.
