When you open a text stream, C considers the data to be divided into
lines, each line consisting of at least 0 (no, none, nil, nada)
characters PLUS one newline character '\n'. This is true whether it's a
CSV file, an HTML file, a C source file, a Windows .ini file, or
whatever file it is.
If the text stream is coming from a file that is not suitable for being
opened in text mode (e.g. because some boneheaded MS weenie decided that
they should write a carriage return before every newline even though
that isn't the convention of the platform on which the program is
running), that's a problem, and it will show up in data corruption.
Last line: you get to decide whether you will accept a final line that
doesn't have a \n on the end. There are two opposing schools of thought
about this: (1) accepting the line encourages sloppiness; and (2) 'be
generous in what you accept but strict in what you produce'.

Firstly, let's deal with the fact that different platforms have
different conventions. Imagine a system that marks line endings with the
following bytes: 0xFEEBDAED
On such a system, if you write a program that creates a text file and
writes this to it: "Hello world\n", the system must magically transform
the \n into 0xfeebdaed. And, when you read it back in as a text file,
again the system must magically transform 0xfeebdaed into \n.
Macs used to use \r rather than \n, but a C program that reads a text
file on an old Mac can still expect to see \n because the runtime system
ON THE OLD MAC must do magic to ensure this. And the C program still
writes a \n, and the runtime system must do magic to convert this to \r
for the old Mac.
Windows systems (and old DOS systems) use \r\n instead of \n, and the
runtime system ON WINDOWS must do the necessary magic to ensure that
\r\n is read as if it were \n, and \n is converted back to \r\n on the
way out.
The problem comes when you try to treat a Windows-format text file as if
it were a Linux format text file, or vice versa. It doesn't work, and
you get the problems you are currently experiencing.
The fix, as I have told you before, is to run this program on your data:
