With 'ray' ( emitted by the radioactive sample) we mean three main components, called alpha, beta and gamma rays. That's ANOTHER reason why your narrative > is so confused. Well, maybe matter at rest has somehow stored energy. Ok, agreed. But how would you put this insight into an equation? You would say: there is something energetic coming out and mass is missing. That should be equal in a way and for such a relation you would create an equation. But you cannot say "mass is equal to energy times a constant" because the behaviour of mass and energy is not equal, but antagonistic. Only the numerical values are equal (not the things themselves).
