Most schedulers these days have a priority queue of pending timeouts, so
the hardware timer is set to wake up when the next timeout is due, the
timeout is popped from the queue and serviced, and the scheduler then
figures out how long to sleep til the next timeout is due.  The
scheduler probably also has to wake on interrupts.
