This is not about waking up the process, it's about waking up the
scheduler.  The scheduler may have found that all tasks are waiting
for an interrupt (the run queue is empty), and may then execute a HALT
instruction, putting the processor to sleep.  When an interrupt comes,
it wakes up the processor, and the processor first performs the
interrupt handler, which, say puts a task in the run queue; on
returning from the interrupt, the CPU finds itself in the scheduler
behind the HALT, and then the scheduler looks at the run queue and
switches to the first task there.

On a remote control, most of the time you have no time sensitive task,
and unless you make the mistake of polling the keys at 10Hz, you can
turn off the timer.

You want the keys to wake the CPU, so you want the keys to interrupt
the CPU.  You can turn the sending of the IR data into a separate
task, or just have one task that checks what key is pressed and then
sends the appropriate signal, and only listens to the keyboard again
when it's done with the signal (probably simpler).
