I can't picture a scheduler that handles asynchronous interrupts other 
than the scheduling hardware timer.  The purpose of interrupts is to 
handle asynchronous events that need attention.  That part of the code 
is kept as small as practical and the remaining part of the code can be 
handled by the scheduler waking a process on a periodic basis (or other 
means if you don't need a scheduler, like polling).

The point is the scheduler really shouldn't be getting in the path of 
interrupts other than the scheduling timer.  There is no need and it 
just complicates things.
