"You don't always have to scan the whole line" might have been a better
way to put it.

This program must reject the line because of the comma and it can reject
it now without looking any further alone the line.
It's possible the specification was not clear, but I can firm it up as
we go. Go though this list and tell me which lines you plan to accept
and which ones you plan to reject (based on how you read my
specification). In what follows I need to be able to show spaces so I
will write them as _.

This is part of programming. You get a specification and it is often
unclear so you write out lots of examples and see what makes sense in
the cases where the specification is not 100% unambiguous.
