True, and v = |v_s − v_r| is the *relative* speed of the source to the 
receiver.  The only speed that matters with light.

Besides, you forgot to apply the Lorentz transform to the *actual* equation.

chosen frame of reference; and a “relativistic speed” means a relative speed 
that is high enough so that relativistic effects, time dilation and length 
contraction, become significant and one must apply the Lorentz transform to 
quantities that depend on time and length, such as speed, for a proper 
result.
