When I studied Maxwell's equations (admittedly, a LONG time ago), I never could see that the issue of "with respect to what" was ever addressed, nor did I see reciprocity addressed anywhere. I'd really appreciate some help in understanding how reciprocity and the equivalence of all inertial frames was inherent in Maxwell's equations. I vaguely remember reading somewhere that the way magnetic fields enter the equations doesn't make sense without the idea that the equations are exactly the same (with the same value for "c") in all inertial frames, but I've never understood that.
