Thank you for your time, it is appreciated.  I only posted here when I
though I'd exchausted all avenues.

Not tried that.  Scanner currently at parents - I'll pick it up soonish
as it is doing no good there.

Hmm.  Only have the one powered hub!  If it is a voltage issue seems odd
to have bad luck with both the PC and the hub.  However, trying the hub
with a PC that it has worked with might chase down any hub issues.

If not firmware perhaps UDEV, it seems not to be giving correct
permissions to the device via /dev/bus/???/??? but then root is having
no more luck with scanimage -L.  I'mm going to look through my bit box
to see if I have any spare PCI/usb cards to see if that affects
anything.  Not sure whether I have any spare or whether new PC as any
standard PCI slots!
