First of all, if you use make use of KMail, then the ~/.kde (or ~/.kde4) 
directory also contains all your e-mails - normally in 
~/.kde{,4}/share/apps/kmail/mail.  

Secondly, I don't know what you've done on your system to make that 
directory 1.8 GiB in size, but that is most certainly not the case on my 
system here, with KDE 4.6.5.

Mind you that Nepomuk (which is part of the semantic desktop 
functionality) is set up in some distributions to automatically create 
backups - the amount of diskspace it uses is adjustable in the KDE 
System Settings window - and if Strigi (which requires Nepomuk) is 
running, then its cache will also consume disk space.

There may also be sockets and other temporary files under your ~/.kde or 
~/.kde4 directory, albeit that those would not normally consume that 
much disk space.

Different strokes for different folks.  Enlightenment is pretty decent 
too, and far more customizable than anything GTK-based.
