I believe Windows merges the two to the actual used PATH.

I tend to put most stuff under the System PATH, because sometimes
things are run under a different username.

No. \Windows\System32 is actually the 64 bit stuff. The 32 bit stuff are
in \Windows\SysWow64. No - I don't understand the naming either.

Years ago the Java install seemed to copy the files to that dir.

For the last many installs that does no longer seem to happen. And
every time I have updated Java I manually copy them over (I copy
from JDK bin, but it should not matter whether they are copied
from JDK or JRE bin).
