I don't think you can parse C without name resolving as you go because
of the typedef issue. Since you have to keep a symbol table for that,
you might as well use it for other things.
Logically, nested scopes are just a stack or maps. A linked list of
hash tables would be one model of that and might even be reasonably
efficient for normal C code.
