The option simply didn't exist. The you make the tools. Others did. Prime was just 5 people, and the bootstrapped their compilers from a Honeywell base. You had the PDP6 from ~1964(?), the Tops10 world from ~68(?) and embarked on tops20 in ~72(?). Lots of time to make a simple OS-compiler with good code generation. The code generation could have been added later, and possibly a rewrite or two. -- mrr

Yes, the IBM history explains that the S/360 developers made extensive use of the pre-S/360 simulators to assemble and test programs as well as do performance analysis. However, for a true test, they really needed the real hardware. Unfortunately, that was late in coming, and slowed down the entire effort. Then, finger pointing blamed each other. In a sense, it remains amazing to me that they were able to get S/360 hardware and software out the door and do useful work at customer sites, given the high complexity of the hardware and software and the tough effort to coordinate it. Further, given the delays and adverse publicity, I'm surprised that many of IBM's customers didn't go to a competitor. Ads in C&A of the time pointedly noted that a machine was available _now_.
