But it almost has to do that if its syntax says the 35 is a packed decimal

But the excuse for that syntax is that PL/I is intended to serve the purposes 
of COBOL as well as those of FORTRAN, and so there will be plenty of 
expressions in programs where the variables to which 35 might be added are of 
the packed decimal type.

So the fundamental problem is that a language intended to serve both data 
processing and scientific computing needs really ought to do this:

Treat 35 as an abstract integer, without a type, and 2.57 as an abstract real, 
without a type, and then choose the kind of constant to generate based on the 
type of the first variable with which it operates: i.e., in

A = B + 2.57 * C

then 2.57 will be given the type of C if C is of a numeric type that can have a 
fractional part. If C is instead an integer type, C will get promoted to the 
type of 2.57, and that type will be found out from B. Or, if B doesn't work out 
either, A.

So if C were a binary integer, B was a packed decimal integer without 
fractional scaling, and A was floating-point, then promotion would be to the 
floating-point type of A.

You want binary, ask for binary: 100011B, or later: 23BX ( I think the last
one is correct, never used it).

Constants can be used as arguments in function calls. That's when a constant 
having the wrong type can be a serious problem - FORTRAN didn't have function 
headers the way C does; there is a function header inside the function itself, 
but the calling program does not have one. In the "old days", it was expected 
that the type of arguments would not be an issue.

whether your constant had a decimal point in it or not.

So with PL/I forcing people to write 23 as 10111B in order not to get a packed 
decimal 23 was extremely frustrating and surprising to programmers coming to it 
from FORTRAN.

This was on a level of "what could they possibly have been thinking", and so 
the FORTRAN programmers, by and large, went back to FORTRAN and left PL/I alone.

I'm not sure what characteristics PL/I may have had that were off-putting to 
COBOL programmers, but it wouldn't surprise me if it also had some.

Having enforcement of argument types to function calls was a big blessing. 
It has saved my butt several dozen times.

Having to write casts when calling from a lesser typed language is a small
penalty to pay.

E.g; from Primos, using C :

void consoleputs (char * string){
  extern fortran tnoua (char [] x, unsigned short y);
  tnoua ((char []) string, (unsigned short) strlen(string));
}

The block-structured design was hard to grasp for many programmers that
came from a decade in the "goto-world". My remedy was to have them do a
small assignment in pascal; and after that they regared pl/1 or c as
a liberal godsend.

Of course PL/I would convert arguments to the correct type.  For integers
the distinction between binary and decimal could usually be ignored, it was
only non-integers that presented problems.

A friend of mine in college wrote a PL/I program with a large number of 
function calls one inside the other.  She thought it was clever to do the 
program this way.  But the wrong answer was coming out.  Turns out the PL/I 
"automatic conversions" were to blame.  Somewhere along the line, the return 
value of a function was converted to "bit string".  The "bit string" was 
input to a function that required an integer argument; this cause just the 
first *bit* of the bit string to be converted to integer!!!

But it did require access to machines which were not available for most
people back then.  Girls would have had a very difficult time to
get access unless they worked for IBM or a very large business or
university which could afford to lease a 360.  Access to non-local
university systems was expensive.  People might have a goal to use
PL/I but settled for FORTRAN which could be run on cheaper machines.

That was the problem with COBOL initially too.  The compiler could run on a
1401 but (I've heard) took orders of magnitude longer to compile than to
assemble an Autocoder program.  Even when COBOL was used, I think machine
language patches were common.

More recently you could run PL/I (and I'd guess COBOL) on a 360/20, but I
doubt many did.  Likewise not only was COBOL available first for 360s, the 
compiler was also faster, so people  with low-end machines  (/30s) who
didn't use RPG would most likely use COBOL.

And, of course, it became a "male" field once computers acquired a mystique and 
thus programmers got power, prestige, and high pay. Such is a common story in 
other fields as well.
