I got it, but thought it was irrelevant.  A later post seems to indicate that
you confused SDL (a Digital software technology) with MDL (a Lisp dialect from
the Dynamic Modeling Lab at MIT, used outside the lab principally for Zork, a
mad adventure).

Great language.  Contributed some important ideas to Common Lisp.

I was 90% sure that VMS had a utility called MDL (M? description language)
that took as input an abstract description of a data structure and produced
header files for Macro-32, Bliss-32 and Pascal-32.  All the OS data structures
were defined using that utility.

What languages would you suggest for writing an operating system and associated
utilities?  Fortran?  COBOL?

There are very good reasons for writing everything in assembly that have nothing
to do with distrust of compilers.

In the case of TOPS-10 and TOPS-20, they were both mature products by the
mid-1970s.  Memory and processor cycles were still more expensive than
programmer time, and a good assembly language coder was likely to produce
smaller and more efficient code than a HLL compiler.  (This was yet another
issue that BLISS was meant to address:  the BLISS compiler made additional
optimizing passes before producing its object files.)

There simply weren't a lot of choices for a HLL at that time anyway, and DEC
didn't offer many languages.  There may have been third-party packages, but DEC
certainly wasn't going to rely on an outside vendor's product for an important
part of their development platform.  Besides, DEC *had* chosen a HLL for systems
work:  BLISS!  BLISS (Basic Language [for] Implementing System Software) was
specifically designed for the task.

It also makes sense from a big-picture perspective not to have a Tower of Babel
when it comes to chosing languages for writing software.  Which languages are
going to flourish, and which will die off?  Do you want to bet your product or
the company on that choice?  DEC had thousands of software engineers.  It's
easier to hire good ones and teach them BLISS and the associated company-wide
standards than to worry about finding ones with knowledge about some specific
language.  And any work done on improving the BLISS package benefits products
across the whole company.

There was one notable exception among the PDP-11 systems, and it too was created
before BLISS became a company standard.  The RSTS operating system and user
environment is based on an expanded version of BASIC (it was called either
BASIC+ or Basic Plus).  I never got to use a RSTS system; they sounded fun to
play with.)

Absolutely nothing wrong with COBOL, assuming the OS authors did the
same thing the C authors did.  Ie. modify the language to suit the task.

Note that C describes memmove as a function call.
On an IBM mainframe with the right header files, you can get
an MVC instead of a function call.

So, if there is something missing from COBOL, a few little adjustments
should be all it takes.

(I'm currently in the process of replacing a lot of strcpy() calls
with memmove(), having discovered places where what works with the
Borland compiler under Windows doesn't work so well under Linux.)

Aside from the extra wear and tear on the programmers' fingers, this is true 
enough for the simple reason that we're dealing with Turing-complete languages, 
after all. With the COMPUTE statement and the COMPUTATIONAL data types, one 
could write number-crunching programs in COBOL too, if one had a mind to do so.

However, I would see this as an exercise in self-flagellation. Unless a group of programmers who already knew COBOL needed to write an operating system.

Usually this is number 1 on the complaint list.
You only do all that typing on your first program.
Then it's just copy/paste.
I have many, many years of COBOL experience.
The long names are not a problem.
Write your code like this:

MOVE IN-ACCTNO     TO PRT-ACCNO
MOVE IN-NAME       TO PRT-NAME
MOVE IN-ADDR1      TO PRT-ADDR1
MOVE IN-ADDR2      TO PRT-ADDR2
...

Then just change IN- to MAST- as needed,
MOVE to ADD, etc.

That's how we got the COBOL number cruncher.
All languages bridge the gap between written spec
and the machine code.

Making the language stay close to the written spec
seems logical to me.

While it might be possible in COBOL (or FORTRAN), the question is what would
have been the right choice in the 1960s, when TOPS-10 was created, or the early
1970s, when TENEX (what soon became TOPS-20) was written?  Not only is assembly
language the right answer, it's pretty much the only answer, within the context
of what was available from DEC.

Why ALGOL, of course :-).

The Burroughs Large Systems (B5x00/6x00/7x00) did not even have an
assembler - even the MCP was written in a dialect of ALGOL.

Burroughs Medium systems (B2x00/B3x00/B4x00) in the late 70's converted to a high-level
Modula like language called SPRITE for the MCP instead of the assembler
which they stopped shipping to customers about that time as well
(although you could embed assembler in cobol68 code).
