Or until they take profit, or have to cover their sale (you have to borrow the shares from someone, and there may be stop-loss orders on that from the lender; i.e. if the share goes below $x the lending goes away and the short seller will have to buy in the market, but leaving the lender free to sell the share.) Another thing is the "short squeeze", the short sellers are usually not covered beyond around 10%, so if the share goes UP they will have to take the loss, buy shares and close the books. If the owners of the shares have sufficient ice in their bellies they may freeze most sales, and even buy; bidding the share up and squeeze of the short-sellers, and dump the few shares they bought into their arms. I have seen both scenarios take place many times. -- mrr

And flawed because the stakes can quickly become massive.

"Fair" in this case means payout is exactly in proportion to risk. Casinos are never fair in that sense, and hence they can make a profit. The difference between actual payout and "fair" payout is the "house advantage".

So, they're focused on doing whatever it takes to keep their jobs--sucking up to campaign donors--rather than the public intereset. For instance, a _bunch_ of congressman sponsored a bill to make it legal for phone solicitors to call cell phones. Is that something their constituents really wanted? Of course not. But telemarketers did, and their lobbyists got some congressmen to sponsor it. Fortunately, at least that bill failed.
