Not in the outlets themselves, but in (most of) the plugs that are
plugged into them. (Small devices like battery chargers typically don't
have fuses in their plugs.)

plus, you can have a fuse rated appropriately for the device.

To this day the Amtrak NEC between NYC and DC operates with 25 Hz, as also does the SEPTA lines that connect to it. Today's locomotives can switch between different frequencies and even voltages, not possible with older equipment.

My kitchen uses 'commercial' lamps, wired in series. The tubes only have one prong on each end instead of the usual two. They're about six feet long. P-I-T-A! (The circuit breakers are an unusual brand that is hard to find.)

Today, Amtrak HEP is 277/480V 60Hz. AFAIK, all commuter operators in the US now use the same, but there may be exceptions. (GO Transit and VIA use 347/600V 60Hz, and it's wired differently from the way Amtrak does it. I expect future equipment will use LED lighting at low voltage. HVAC equipment almost certainly uses 480V, and some dining car gear (e.g. ovens and stoves) may as well. It's trivial to transform 277/480V down to 120/208V, which feeds 120V outlets (for passengers or just for cleaning staff) and any dining car equipment (e.g. microwaves, mixers, etc.) that requires 120V. It might be worth you replacing that fixture (and breaker) so you don't have to deal with the oddness again. It should be pretty simple if you have any experience with home electrical wiring. As stated (and snipped), Amtrak locos provide 277/480V power to the coaches; I don't recall if it's delta or wye. At minimum, HVAC and lighting would use that directly. There is also a need for 120V, so each coach will have a small transformer to provide that. I can't imagine anything that would need 208V, but that's possible too. Trains in Europe and elsewhere typically provide a high voltage AC (single phase) or DC line, typically straight from the catenary or main transformer. That makes things far simpler for the loco, at least in electrified territory, but more difficult for the coaches. The loco's three-phase feed directly provides 277V (L-N) and 480V (L-L); there is no transformer required to get either. A three-phase transformer gives you get a secondary feed at 120V (L-N) and 208V (L-L). If you don't need both and the load is small enough, you may be able to get away with a single-phase transformer, but phase imbalance is a serious concern on a small, self-contained system. (Yes, I know a three-phase transformer is actually three separate transformers, connected either delta or wye, but conceptually they operate as a single unit, and they come in a single package at sizes relevant for a train coach.) In no case do you need _two_ transformers. However mercury-vapour fluorescent tubes can operate at less than 100V once started. My aquariums had multiple fluorescent tubes run from a single starter and an electronic fader. Getting all four tubes to start and then fade to a low level without scaring the fish was not easy! The new LED lights are much better. I can remember buying a tiny red LED in 1964 for a training course I was on. It cost serious money but I was inventing! Now high power white LED can be bought and used on anything needing light for just a few £. These days even traffic lights and car headlights use LED. How things have changed. I remember buying LEDs in 1974, and "bright" was relative. Of course I
was buying surplus. But it seemed generally that LEDs were dimmer back
then. Later of course they did have much brighter red LEDs.
I'm not sure if the blue were brighter as a result of the process (it took
so long to create blue LEDs because it required a different process, it's
not like incandescent bulbs with a blue filter), or if there was something
deliberate, or just what the eye is most sensitive too. Or maybe they
were already planning, get blue and then turn them into white, and
everyone wants white for flashlights and other lighting.

A 1969 Bell Labs Record article goes into great detail about the issues on using LEDs in equipment. A lot of stuff about filters, arrangement, and reflectors had to be worked out (see below). I think around 1980 electronic keysets replaced the widespread mechanical relay keyset and six button key telephone. Electronic sets needed far fewer wires and less power. Of course, the old sets remained in service for a long time. Cord switchboards used many indicator lamps, but were functionally obsolete by the late 1970s and not upgraded. Excerpts from 1969: "Used in a key telephone set, a GaP light-emitting diode approximately 0.2 millimeter in size would produce a brightness level of about 1500 footlamberts, when operated at 10 milliamperes, as compared to the usual desk-top level of 100 footlamberts in a typical well-lighted room. Blue light has unique psychological and physiological effects, which creates demand for that particular color entirely separate from other colors. Unfortunately, the higher price (and novelty) has led to it being overused in situations where such effects are undesirable. Personally, I find bright blue LEDs to be uncomfortable to view.
