If the Sikhs killed in the rioting after the assassination of Indira Gandhi were given as much compensation as India sought for the people killed in the Bhopal disaster, I would also have been more sympathetic to India. Exactly; the entire point of gerrymandering is that a party can draw district lines in a way that guarantees them a majority of votes in a majority of districts and thus all of the power, despite not having a majority of total votes. Austin is the classic case. Well, it's the most aggressive example I know of today, but I'm not sure about it being "the" classic one. For those unfamiliar, Austin is an island of liberalism in Texas, and it has a large enough population to justify its own district, which would naturally elect a Democrat representative. That is not acceptable to the Republican legislature, which split Austin into sectors combined with surrounding rural areas to give each a solid Republican majority, leaving Austin with effectively _no_ representation. Most cases of gerrymandering result in the out-of-power party winning at least a _few_ seats, just not enough of them to matter. Long ago, SCOTUS ruled that "at large" seats in multi-seat bodies, other than the US Senate, are unconstitutional because they violate the "one man, one vote" principle. So upstate would vote in the A year and downstate would vote in the B year? Is that your plan? The founders wanted the Senate to add stability, thus a six year term and a phased election cycle. I'm not at all sure that stability thing worked out but that's a somewhat different matter. ISTM you are tampering with the foundations.
