So why does this work in California? Got to the Covered CA web site 
which is our kind of Obamacare, key in the ages, then $50k combined MAGI 
and look at the results.

The deductibles on bronze plans are high but not $20k. Not even close.

Then there would have to be a lot of stupid people around. $50k and 
married (filing jointly) gets you very cheap insurance. The problem 
starts if you earn above 400% of FPL but that is at around $65k. If 
healthy then the penalty is a lot cheaper. However, you'd be one heart 
attack, stroke or hit-and-run smash away from personal bankruptcy.

I was never without health insurance all my life and don't plan to be 
without the rest of it.

Of course people take advantage. Obamacare was one of the biggest 
work-disincentivizing programs ever. I personally met lots of people 
that "eased themselves out" of the work force. And for good reason 
because Obamacare also made their old real health plans very expensive.
