The American Civil war may have freed the slaves, but they weren't encouraged to vote. American is still run on the basis that the people who own the country run the country, but they do have a democratic smokescreen to conceal the way the power is exerted. The US constitution is a moderate enlightenment document. Every codified constitution since then has followed the radical enlightenment. Proportional representation didn't get popular until about 1900 - Australia's constitution specifies proportional voting in some electorates, and the single transferable vote in the rest, and the result falls a bit short of full democracy. -- Bill Sloman, Sydney
