In deiner Ausdrucksweise: Der Bezug für eine im Zug bewegte Uhr ist ...
_der Zug_, denn es sollen ja keine Informationen von außen verwendet
werden. Also muss die Uhr _im_ Zug beobachtet werden.
Dass du die Bewegung der Uhr im Zug auch vom Bahndamm aus beobachten
und auswerten kannst ist außer Frage - nur _im_ Zug weiß man
nichts von den dabei erhaltenen Ergebnissen.

Dieser von der RT vorausgesagte Zusammenhang ist experimentell
bestätigt bestätigt (Satellitenuhren, Myonzerfall, ...).

Keinesfalls. Die Uhr, die _im Zug_ bewegt wird, wird mit Uhren, die
_im Zug_ ruhen, verglichen. Also ist der Zug das Inertialsystem, in dem
die Eigenzeit der bewegten Uhr bestimmt wird.
Natürlich kannst du die im Zug bewegte Uhr auch mit Uhren vergleichen,
die im Inertialsystem "Erde" ruhen - nur ist dazu dann noch eine
Transformation von Geschwindigkeiten nötig.
Allerdings ist dieser Bezug für deine Zwecke wertlos - denn du willst
ja im Zug ohne Informationen von außen feststellen, ob der Zug bewegt
ist oder ruht.

Die Sonne wird nur "benötigt", um die Bewegung der "Plattform"
(Bahnebene des Satelliten) zu ermöglichen. Ansonsten werden die
Satellitenuhren mit Erd-Uhren verglichen, so wie bei der "kreisenden
Uhr" diese mit ruhenden Uhren neben der Plattform verglichen wird.

Das steht da doch: die Uhr im Satelliten _verliert_ pro Umlauf
7 Mikrosekunden. Das heisst nichts anderes, als dass sie 7 Mikro-
sekunden weniger anzeigt als eine Erduhr. Und die hat sie verloren,
weil sie langsamer gegangen ist. Dieser Effekt heißt nun einmal
Zeitdilatation, und ich sehe keinen Grund auf diese Bezeichnung zu
verzichten, weil dies einem physikalischen Laien aus Bayern nicht
gefällt.

Was herauskommen muss (die realen Werte) stehen dir ja zur Verfügung.
Schwafeln kann man viel - was zählt, sind Ergebnisse (und
experimentelle Tests).

Der Betrieb des GPS z.B. liefert die Bestätigung. Um die von der Theorie
vorausgesagten relativistischen Zeiteffekte auszugleichen, wird die
Schwingungsfrequenz der Satelliten-Uhren auf 10,229999995453 MHz
verstimmt, so dass trotz der relativistischen Effekte ein synchroner
Gang mit einer irdischen Uhr mit 10,23 MHz gewährleistet ist. Das
Ergebnis dieser Maßnahme bestätigt die Theorie.
Die Galileo-Satelliten haben noch weiter gehende Ergebnisse erbracht:

Die dort nur als beabsichtigt benannten Untersuchungen sind bereits
durchgeführt worden. Eine Arbeit dazu:

Ergebnis: Theorie und Messwerte stimmen im Bereich von Bruchteilen
einer Nanosekunde überein.
