Es wurde von Experten, die die Lage vor Ort kannten, geschrieben.

Ich weiß nicht, inwieweit eine Schaltanlage sich auch auf dem Hügel befinden kann.
In DE haben Kraftwerke solch einen Hügel, damit gewisse Anlagen aus dem Gefahrenbereich sind.

Ja, deshalb wurde ein Hügel auch unterlassen!

Ich meine, das wurde gegen alle Regeln vom Erbauer unterlassen - aus Kostengründen.
Auch die Tsunami-Schutzmauer wurde aus Kostengründen einige Meter zu niedrig gebaut.
