quicktime is a technology for time-based media, which is usually audio
and/or video but can actually be anything with a timeline.

quicktime includes an app called quicktime player which uses the
underlying quicktime technology to play content. many people confuse
the two. 

quicktime player is not the only app that uses quicktime to play
content. there are many third party apps, some with additional features
over the bundled app. 

the formats that quicktime can play depend on which codecs are
installed. all that's needed for a given format is a suitable codec. 

in other words, *any* format can be played with quicktime. 

quicktime comes with the usual standard codecs (including h.264, mpeg,
mp3 and aac). 

third parties have created codecs for non-standard formats, including
wmv, divx and others. in fact, microsoft even sponsored the wmv/wma
codec which means it works properly.

to play any of those formats, all the user needs to do is install the
appropriate codec.

there's even a codec that renders any video in ascii art. it may not be
the most useful codec, but it's definitely good for a laugh.

tl;dr - quicktime provides for the ability to play music and movies in
any format.

None of that answers my question.

When I go to some web sites with videos, they often have a choice of 
downloads. One is WMV, the other is QT. If Quicktime is a technology, 
not a file format, what is the latter?

My understanding is that Quicktime is technology that includes both 
software AND a file format that Apple originally designed. But the file 
format isn't proprietary, you can play QT videos with software other 
than QT.

that's the file format, not the encoding.

you've no doubt seen banners that say 'download adobe reader' to read a
pdf.

pdf is a standard format. adobe reader is one of many ways to read a
pdf, especially on windows. on a mac, pdf is a native format and no
additional software is needed.

Who ever said anything about encoding? Someone else said that this 
change will spur sites to stop using quicktime format, and then someone 
else said that quicktime isn't a format. But it IS a format, it's a file

MOV is a container format.

AVI is a container format.

MKV is a container format.

MP4 is a standardized container based on MOV.
So even if MOV ceased to exist tomorrow, it lives on
with a different three letter extension.

Probably a mpeg or m4v. MPEG-4 is basically QuickTime video using h.264
encoding.

Who said either one off them specifically? The original mention was:

"The great thing about QT being phased out on
Windows is that websites offering only QT formats

They didn't say "only QT encoding format", and were probably referring 
to QT file formats.

if their videos are in an industry standard format, they won't need to
adapt anything. they'll play just fine, with or without quicktime.

media layer) *must* have quicktime installed or it *will* *not* *work*.
