I think you mean "to another mailbox on your *computer*" as opposed to
on the *server*. You can create mailboxes in either place as shown in
the link below. Depending on your backup regimen, the message may not
actually be safer locally than it is on the server. ; )

Smart mailboxes don't actually move messages; they act more like filters
and display messages that meet the smart mailbox criteria; so the actual
messages may still reside on the server.

> As long as they're out of Inbox, they're safe?

They are safe anyway, since once they show up on the local client, they
are safely cached there. You will notice that you can still read
messages that have been received even if you disconnect the computer
from the network completely. Of course if use another client to delete a
message (or move it to the trash), and you do connect to the network
with other clients, those clients will update their local caches
accordingly.

That said, if you want to store them locally and remove them from the
server, all you need to do is move them into any *local* mailbox, which
will also remove them from the server. Note that other clients won't
have access to such messages once you do that though, which is why
creating server-based mailboxes is often more desirable. Since I run my
own mail server (as part of macOS Server), I just keep all of my
messages organized in server-based mailboxes that I can easily access on
all of my iOS and Mac clients. Note that messages can be moved to local
and server mailboxes on an automated basis with an appropriate "move
message" rule action too.
