There is Merlin 32 from Brutal Deluxe, which will compile under Mac OS X, as
I've recently learned.

MPW is the good old standby.

If that's your primary goal then you're probably going to be a little
disappointed with current cross-development options, unless…. and this is
a big "unless"...

… you can use AppleShare to mount volumes on your IIgs desktop.

That's where cross-development hits the snag that limits fast iterations:
getting the stuff back to the physical machine.

It's an ongoing discussion. Cross-development is slowly getting better and
better.

Transferring files back to real hardware hasn't been (IMO) satisfactorily
solved yet.
