What program fields events when there's no user session?  What config file
or dconf-editor key lets those events be handled?

I would like to shutdown linux without having a session.

I have learned what I now have to do to shutdown linux when I have a session,
but if I were so inclined to shutdown the machine while still logged-in
it probably would make sense to be prompted.

My situation is different: I have several machines that I access remotely
over X and I want not to have to always establish a session - and find my
glasses - in order to turn off the machines.  It's an uncanny, helpless
feeling, not being able to turn off something without having your glasses.
I can see it now: "lightbulb: are you sure you want to turn me off?
Do you have a secure path out of the room?  Are you insured?  (yes/no)?"
