There are two things. The power button for a long time acts like a power
button of the type you are talking about if held down for a long time
(10 sec or so). If it is simply pushed in briefly, a signal is set in
hardware and the operating system grabs that signal and does what it
wants with that signal. Under X, that signal is often used to bring up a
dialog in X asking what the user wants (shutdown, logout,....). 
It seems he is asking, why can that signal no also do something if you
do not have an X sesssion running. I suspect you could set it up to do a
controlled shutdown (eg run systemctl poweroff even in a console
session)
