Still not sure what you mean by "a session". But yes, once you switch on
the computer, many programs are running. That was true already for DOS
or on the Eniac. The system makes itself ready to receive
commands/information and to act on them when it boots. It has absolutely
nothing to do with Poettering ( although systemd does have more stuff
running than without systemd, but that is "more" and there was lots
running before systemd came on the scene.)

Makes what more difficult? In general it makes more things far far
easier.
