I do not know what distribution you are using but I use KDE's Plasma 4.14.5 on Mageia 5 and have started using KDE's PCLOS 2016.03 in a dual-boot. When everything is working right I just choose a menu item or a widget on my secondary task bar panel. When that does not work i open a Console window to a bash virtual terminal and use reboot or shutdown.
