Here, web form here for the income tax; but some procedures use PDF 
forms, and there are(were) some that require(d) adobe reader, or another 
reader that supports javascripted forms.

AFAIK, paper is not allowed here for the income tax. BUT, you can ask 
for an appointment at the tax office (free of charge) where they help 
people to fill and submit it, so that people with no computer can do it. 
I'm not sure what happens if you postpone the acceptance to another day 
to study at home the printout.
